He earned his bachelor of law (1980–1984) and master of law degrees (1984–1987) from the East China University for Politics and Law. He was then a lecturer in law for five years at that university. He is now an associate professor, teaching Chinese and common law, at the City University of Hong Kong. He has also spent a year as visiting fellow at the Faculty of Law of the Ruhr University (Bochum, Germany), earned his doctor of jurisprudence degree at Willamette University College of Law (Oregon, USA) and a master of European business law degree at Aix-Marseille University (Aix-en-Provence), France.

嘉南藥理大學決議 學費維持凍漲
（中央社記者楊思瑞台南30日電）教育部核定105學年度大學校院學雜費的漲幅基準，嘉南藥理大學決議不調漲，已獲教育部同意。校方指出，因校務穩健成長，並考慮社會景氣，希望讓所有學生安心就學。
嘉南藥理大學校長陳銘田今天表示，教育部已核定105學年度大學校院學雜費的漲幅基準，已有部分學校提出調漲申請；嘉南藥理大學為體恤學生並考量家庭經濟負擔，率先決議不調漲，並已於5月18日獲得教育部同意備查。不過，校方繼續投資建設、強化軟硬體資源設備的腳步不變，保證教學品質絕不打折。
他說，嘉南藥理大學自93學年度起就未再調漲學雜費，主要是在全體教職員及學生共同努力之下，校務持續穩健成長；另一方面也考慮社會景氣影響下，莘莘學子的家庭經濟負擔，希望讓就讀嘉藥的所有學生都能安心就學。
校方指出，近年來少子化的衝擊並未影響該校，學生註冊就學比率甚至年年增加，目前學生數1萬7000多人，位居全國大學校院第10名、技專校院前三大；校方新建教學實驗大樓已於去年落成使用，今年9月還有1棟新宿舍竣工啟用，另外，還有2棟新宿舍大樓及研究大樓正在興建中。1050530
